Where Does a European Manufacturing Facility That Contaminated Drinking Water Go Next? To India

The dense green jungle and rust-red elevations of Lote, located on India’s west coast, give way to a modest rise where a industrial facility stands against the sky.

The factory is almost brand new, but its equipment is not: it comes from the defunct Miteni factory in Vicenza, Italy. Miteni ceased operations in 2018 after among the most severe environmental scandals in the country’s recent history: after decades of producing persistent PFAS compounds, the company’s management was brought to trial for polluting water resources in an region home to 350,000 people. In June, its former executives were convicted at the local tribunal of environmental damage and other charges and given prison sentences, which they are expected to appeal against.

Understanding PFAS: Toxicity Levels and Exposure Routes

And yet, all of the company’s equipment, its intellectual property and methods – all required components to produce forever chemicals – is now here in Lote Parshuram MIDC, a vast industrial enclave thousands of miles distant, sandwiched among villages and wooded areas. And the plant has recently begun to resume PFAS production.

A Toxic Legacy

Previously recognized for its specialism in developing processes for specialty compounds, Miteni is now notorious for the harmful aftermath it bequeathed. In 2011, scientists found extraordinarily high levels of Pfas in the facility’s effluent. Numerous of inhabitants had been exposed through potable water.

The worst-affected were Miteni’s own workers. Ilario Ermetti, 69, who worked for decades in its fluorinated chemical department, displayed one of the highest concentrations of PFAS ever recorded in blood samples. “When the story came to light, I looked at a list of medical conditions related to PFAS, and found out I had them all,” states Ermetti.

High levels of PFAS in the blood are linked to increased risk of malignancies, cardiovascular diseases, liver and kidney damage, reproductive disorders and more. Ermetti is currently recovering from a recent medical procedure.

Public Apprehensions

Michela Piccoli, 51, a healthcare worker and campaigner with Mothers Against PFAS, began mobilizing after discovering her children’s blood showed high levels of forever chemicals. When she found out that Miteni’s patents and equipment were being sent to India, she was stunned.

“Being parents, as females, our concern has grown,” she said. “Because our children are the children of all.”

Business Shift

After Miteni went bankrupt, its assets were acquired in 2019 by a pharmaceutical firm, a subsidiary of the Indian chemical company Laxmi Organic Industries – the only bidder in the public auction. By the start of 2023, all the equipment was travelling on freight ships heading to Mumbai. Meanwhile, Laxmi was boasting of its recent purchase to shareholders. Records of investor gatherings show that Laxmi’s executives downplayed ecological worries, with its chairman, Harshvardhan Goenka, stating that Miteni was “doing everything legally according to EU regulations”.

Goenka is a member on the directorate of Laxmi Organic the Italian branch, a entity established in 2021. Also included is Antonio Nardone, the last chief executive of Miteni, who was found guilty of environmental pollution and false accounting at the June trial and sentenced to six years and four months in prison. Per a former mid-level manager speaking on condition of anonymity, Nardone was traveling for work to India prior to the firm’s collapse.

While Laxmi bought Miteni’s properties in June 2019, the ecological review for the building of the plant in Lote reveals that in March 2018 the firm was already planning to commence manufacturing fluorochemicals compatible with Miteni’s product list. Laxmi Organic Industries declined to answer requests for comment.

Growth Plans

By 2021, Laxmi’s strategy clearly outlined the goal to “capture [the] market share of Miteni” and become a leader in the production of PFAS and fluorochemicals. Logistics data indicate that, to secure validation on the standard of the chemicals, in 2024 Laxmi began distributing samples to companies with past business relationships with Miteni, including BASF, Chemours, DuPont and FMC.

Since early 2025, Laxmi’s location in Lote Parshuram has been completely active, producing chemicals that will be used in pesticides, medicines, dyes, beauty products and other products.

Environmental Oversight

Investigations have shown that levels of persistent pollutants in the ecosystem are worryingly elevated, particularly around production sites. But although international attention is increasing, in India the matter is not on the political agenda yet.

“Examining the rules, [Pfas] is absent in those standards. It’s unacknowledged by the national authorities as of today,” said Rajneesh Gautam, an ecological scientist at the academic institution. “Independent research groups across India have performed research in different states. But these studies are limited in scope, and there are still only a handful.”

Regional Consequences

Parineeta Dandekar, coordinator of the South Asia Network on Dams, Rivers, and People, says the Lote Parshuram industrial district “has a dismal environmental track record”. After it was established in 1986, “the livelihood of fishing populations in this region totally deteriorated,” she said.

The industrial area is dependent on a shared effluent treatment facility that has been frequently criticized.

“The local villages have always stated that it’s not working properly,” said Dandekar. “During power outages, a common occurrence in the countryside, the plant cannot function and industries release polluted water straight into the waterways.” Environmental authorities have sent multiple notices to the plant in the past few years.

International Ramifications

In the EU, the regulatory agency is reviewing a plan to ban the manufacture, importation and use of over ten thousand forever chemicals. This attention may be pushing the industry to the developing nations, per Claudia Marcolungo, a legal scholar at the University of Padua. “I believe that this matter should be investigated, because the fact that Miteni’s production, patents and machinery have been relocated to a country like India should prompt consideration, at the very least, on the influence that these multinationals have to relocate in nations where there is clearly a race to the bottom in terms of ecological safeguards.”

Ongoing Risks

Miteni has closed down, but the company’s toxic legacy continues – at the contaminated site in Vicenza, and in Lote. The medical effects associated with Pfas production are expected to impact populations that are already struggling with an unsafe environment for generations.

“The area has experienced sufficient ecological damage by now,” says Dandekar. “Should additional hazardous firms move in, it’s perpetually concerning.”
