The Failure of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of contrasting events captured the bleak nature of the recent timeframe. By day, negotiation efforts are fought: hopeful statements are released from various governments. Significant resources is devoted on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from across the border, a capacity enabled by up-to-date information. From vantage locations, defense planes that had been dispatched to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through partner states. Every firing creates sudden vibrations, causing tremors. The moment of terror quickly becomes grim resignation: perhaps the incoming missile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.

Ongoing Risks

Not long after, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

Periodically, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in many homes as a result of the evening attack. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that neighboring countries are clearly incapable to replace in the short term.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington adheres to the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.

Political Considerations

It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government assumes that it is impossible to pressure the Kremlin to abandon the land that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to discourage Russia, through words or deeds, from thinking that the current condition will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a total frontline collapse until circumstances change in its advantage.

Current Realities

Realistically, there are no actual prerequisites for a armistice. Now, personal considerations are entering the equation: political desires to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their task will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Assessment and Future

It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
