New Trump Doctrine Points to The Continent's Fundamental Problem: A Supposed Lack of Xenophobia?

During his initial presidency, analysts often suggested that Donald Trump's remarks should be taken seriously rather than word for word. Yet, subsequent events indicate that this approach may have got it backwards.

An emergent American strategic document coupled with a series of comments from administration officials, presidential allies, and the former president have sparked potentially one of the most severe challenges for transatlantic unity, the doctrine that has sustained peace and democracy in Europe since World War II.

From Financial Contributions to Civilizational Fear

While Trump's earlier critique focused on Europe's alleged failure to fund its own security, his rhetoric has now embraced a significantly more disturbing perspective.

Colored by racial prejudice and a staggering contempt for Europe's governing bodies and elected leaders, he has issued warnings about the risk of civilizational erosion on a continent he has rarely visited and mostly seen from the interior of a luxury vehicle.

"A lengthy discussion devoid of a consistent philosophy is nevertheless replete with something else: the confused fear of an ageing white man confronted with a changing world."

This paranoid worldview, which has shaped harsh U.S. immigration and law enforcement approaches, now appears to be informing the administration's prism of Europe.

A Xenophobic Thesis

According to this logic, immigration from the global south causes a cultural dilution of European countries, rendering them "feeble" under "stupid" leadership and setting the stage for their demise. It constitutes an openly racist theory, with the president's allies explicitly endorsing far-right movements across Europe.

While the broader theme of this race-baiting is familiar, its specific implications for European security are essential to grasp.

In the view of the president and his adherents—a group that includes tech magnate Elon Musk, who recently advocated for the breakup of the European Union—all statecraft is fundamentally a deal. However, whereas the previous argument was about burden-sharing, the new claim is that a decadent Europe is fundamentally unworthy due to its embrace of multiculturalism.

Weakening from Within

During the conversation, Trump himself connects these dots in a kind of rhetorical loop. He acknowledges that Russia's Vladimir Putin wants a weak Europe. Trump then declares Europe to be weak, and by publicly highlighting the rifts between the transatlantic alliance, he objectively helps Putin by actively undermining European cohesion—while simultaneously denying any responsibility.

This dynamic is playing out at perhaps the most consequential juncture for Europe in decades, amid a devastating war in Ukraine and escalating provocations elsewhere on the continent.

As European nations cleaves ever tighter to Kyiv amid continuing warnings of U.S. withdrawal, the peril is that Trump has constructed a justifying narrative for not listening to European leaders.

The European Response

This situation requires a robust reaction from capitals across Europe. While some leaders, such as Germany's leader, have been blunt in their pushback, including the office of UK Prime Minister Keir Starmer—have opted for a strategy of attempting to appease the White House.

On Tuesday, the UK government declined to criticize the president's remarks about Europe or his latest criticism on London Mayor Sadiq Khan.

The spokesperson stated, "The Prime Minister enjoys a strong relationship with the U.S. president and a strong relationship with the London mayor, and is focused on cooperating with each to deliver better outcomes for the British public."

The stark reality is that the president intends his words and says what he means repeatedly. It is past time to abandon the pretense that things are different.
